Each year every President since 1986 has been charged to send a message to Congress on the state and intentions of the U.S. in a document called the National Security Study (NSS). Principally a Department of War action, it generally has little to do with the actual conduct of American foreign policy; in fact, in some years it wasn’t done at all. This year is very different and this NSS is reflecting the changes the world is witnessing. We will look at those changes and how they may affect our lives.
